Meet The Team



Kevin Shoemake

Chief Executive Officer

Having spent five years in a similar role at another Midlands-based County FA, I’m now the proud CEO of the largest County FA in the country. My role encompasses all aspects of our business, leading the team day to day and ensuring we deliver an excellent football experience for all. 

I am an ex Pro/Semi Pro footballer, a UEFA B qualified coach and an FA Tutor. In what little spare time I have, I am also a Premier League Match Delegate and love spending time with my fabulous daughter – who’s not a football fan!

Amy Sproson

Football Development Manager

My role is to manage and oversee the Football Development Team to implement Birmingham FA’s National Game Strategy; specifically delivering the participation targets, facility development and our Education Courses. I am a member of the Senior Management Team and I also help to ensure we are delivering against the Business Plan.

In my spare time I enjoy keeping fit by regularly attending the gym and doing fitness classes. My own football boots were hung up many years ago, so I now get to enjoy taking my two boys to football every Saturday morning.



Luke Bowles

Senior Football Development Officer

I work with and lead our participation team making sure we are on track to grow participation and the number of players and teams playing affiliated football. I specifically focus on the Mini Soccer and Youth Male element, as well as our Charter Standard Clubs and FA Coach Mentors.

In my spare time I like to play and coach, alongside running a Downs Syndrome Football Team alongside Jas who is our Disability Football Development Officer.


Rachael Mitchell-Blunt

Senior Education Officer

My role is to manage, develop and grow the Education programme across the County. The Education teams supports clubs and leagues to host flexible bespoke courses for their members and provide opportunities to new coaches through Colleges, Universities, Academies and any other initiative.

Dawn Pilkington

Education Officer

I am responsible for all aspects of administration for course delivery such as arranging courses, preparing registers and resources, and updating learner attendance. I help support our Senior Education Officer with our course programme as well as assisting learners and clubs with course bookings.

In my spare time I enjoy reading, gardening, watching football...not playing I might add! And, most importantly, socialising with friends and family


Oliver Hitchcox

Facilities Development Officer

I oversee the facility investment programme at Birmingham FA. This includes working closely with the Football Foundation to identify capital investment projects to provide our clubs with better training and playing facilities. I also manage our Pitch Improvement Programme, working with the Institute of Groundsmanship to provide advice to our clubs on better pitch management and maintenance.

I also work with our local authorities and Sport England to produce up to date Playing Pitch Strategies, helping to safeguard existing sites and identify sites to be developed.

I still just about manage to play football in my spare time!


Kirsty Dixon

Football Development Coordinator

I am one of the main points of contact for calls, emails and the post. My role supports the football development officers with increasing participation throughout all areas of football, alongside leading on the Charter Standard Programme. 

I am also joint staff lead on the Birmingham FA Youth Council, helping and developing our youth volunteer workforce and am highly involved in the Joel Richards Foundation Legacy Fund.

I play both Football and Netball, and volunteer at a local youth group.



jasbir Batt

Football Development Officer (Disability Football)

I am the strategic lead for the Disability Workforce Fund (DWF) programme. My job focus is to retain and sustain the growth of disability football (affiliated and recreational) as well as upskill workforce through disability courses.

I am also a Talent Scout for The FA which allows me to identifying players with disabilities and signpost into The FA Disability Talent Pathway.

In my spare time, I coach at the FA Emerging Talent Programme and enjoy watching a variety of sports.



Joe Robinson
Football Development Officer (Adult Football, Further Education and Higher Education)

I joined the Football Development Team in October 2017, focusing specifically on both Further and Higher Education as well as looking to grow Adult Male Participation.

In my spare time I play in the Total Motion Midland Football League and, more recently, have become a massive fan of the Toronto Raptors who compete in the Eastern Conference of the NBA.

David Nixon

Football Services Manager

My role is all encompassing across the area of the business that was previously known as ‘Governance’. I lead the Football Services Team to govern the game which includes, but is in no way limited to, Discipline, Club Affiliation and League Sanctioning.

The Football Service Team is here to provide a service to all our participants and to ensure that the wonderful game, in whatever form it may take, is played in a safe and manged environment by all and FOR ALL.


Mohammed Juned

Clubs & Leagues Manager

It is my responsibility to maintain a strong, robust and transparent relationship with two of our fundamental stakeholders - Clubs and Leagues. My duties involve overseeing and leading on Club Affiliation, League Sanctioning and County Cup Competitions.

In addition to this, I also lead on all matters relating to Equality and Social Inclusion and have seen an overhaul in policy development at the County FA that has seen us acquire the FA Equality Standard Award.


Pat Edwards

Investigations Officer 

I work closely with the Football Services Manager in regards to all matters concerning administration of discipline services across the Birmingham FA region. I lead on the overall supervision of all disciplinary matters, with specific reference to more complex cases. I also set up disciplinary commissions and deal with personal hearings and non-personal hearings. My role also involves working closely with Welfare & Respect Officer to monitor and investigate safeguarding issues.  

When I am away from work, I like to socialise with friends, and take my dogs on walks. 



Jemma Edwards

Discipline Officer

My role at Birmingham FA is to work closely with the Investigations Officer, Pat Edwards, dealing with all discipline matters. I also work with the Welfare Officer on all discrimination matters to encourage inclusive practices and ensure the game is participated and played For All. Day-to-day I support the Football Services Team with general enquiries.

I have a dog and enjoy going to music gigs.



Mandy Garner

Governance & Compliance Officer

I work closely with the Clubs and Leagues Manager on Club affiliation, League and Competition sanctioning, and the day to day running of all our 14 County Cup Competitions. I also assist our Deputy Chairman with our Representative Football administration. I support volunteers and the football workforce to use Whole Game System - for any advice or guidance please feel free to get in touch.
When not working, I like to take my dog for walks.


Richard Watson

Referee Development and Designated Safeguarding Children Lead

My responsibilities involve the recruitment, retention and the development of the 1600-strong Referee workforce across the County, including delivering education to Referees. Our overall goal is to support our local Leagues to provide the best possible match officials to the national game.

I am also the strategic lead for Safeguarding Children within the County FA, which involves liaising with The FA, local authorities, statutory agencies and partners to ensure football is a fun and safe environment for all, ensuring child welfare is of paramount consideration.

I Referee in the senior men’s game and also watch/volunteer in the other football game - American Football.



Simon Crockett

Welfare & Respect Officer

My responsibilities involve ensuring that all participants involved in football are enjoying the game in a fun and safe environment, with child safeguarding of vital importance. I offer support to Club and League Welfare Officers across the County, ensuring they understand their responsibilities and requirements around Safeguarding, offering advice whenever required.

I am an FA Affiliate Tutor, delivering FA Coaching in Football Level 1 and Level 2 courses, as well as delivering Safeguarding Children Workshops. I am currently learning Spanish and am a keen follower of Real Madrid.

Tracy Piper

Finance Officer 

I oversee the processing of all the finances into and out of the business. Day-to-day I monitor payments received and update financial records on Whole Game System to ensure they are kept up to date. I report into our CEO, and generate weekly and monthly reports to monitor our revenue streams against our predicted budgets.

I enjoy watching Football and Rugby!



Kieron Kavanagh 

Operations Officer 

I am responsible for maintaining and developing our facilities at Ray Hall Lane. As well as tending to essential repairs and maintenance, I look after all our contractors, work closely with the grounds team, and manage all our facility bookings and events.

As a Liverpool fan, I enjoy taking my son to Anfield in my spare time!

Mike Penn


I have been a member of the Birmingham County Football Association Council since 1973 and was appointed as Chairman of the organisation in 2013.

I have also been the Association's Representative on The FA Council since 2013.
